Can you tell me the process and the correct forms and department to apply for the transfer via cross borders from a hospital facility in Austria to one in the UK?
A disabled mentally ill friend - at a hospital in Austria for the mentally ill - needs to be near their elderly parent who may be dying soon.

There is no general procedure for transferring patients detained in hospital outside the UK into the equivalent detention here. If your friend is a UK national and detained in Austria following a criminal conviction then it is possible they could be transferred to a hospital here under the Repatriation of Prisoners Act 1984 - that requires the agreement of both the Austrian and UK authorities and I don’t know if ever happens in practice (if it does it is unlikely to be quick). The advice seems to be to approach the local British Consulate in the first place.
