Can NOK (wife)restrict daughter from first marriage visits her dad (section 2 admission) in hospital. There no safeguarding concerns but family issues between ex and current wife.

I would say the only person that can prevent the visit would be the service user themselves. If such a visit took place I guess there’s a possibility it would cause some distress for P and conflict between him and current partner. That’s what needs to be discussed with him to determine whether he wants the visit to go ahead.
The Human Rights Act (1998) is absolute to everyone. Thus, unless there is an injunction by the courts or the dad is refusing, the daughter can visit. If the wife is restricting the visit, the hospital can chose to ignore this and raise a safeguarding alert against her (spouse); e.g. psychological abuse, harassment of the daughter, controlling behaviour.
