Daughter assessed as having capacity following suicide attempts

Police accidentally found my daughter in the sea up to her neck Friday night, and they took her to the emergency room. They were looking for someone else.

She also can barely walk as on crutches they took her in she then got agitated while in there and was so scared of accidentally hurting someone else if she flipped again she left clearly expressing she was going to do it again coz she feels that’s the only answer.

She then returned home and drank antifreeze engine coolant and alcohol she was then taken in again in quite a bad state luckily she was unharmed she was just gunna be ill for a while she was then sent home again will full intentions to try again.

she asked for help they didn’t do anything they deemed her to have capacity even though when they asked questions was the water not cold she said “didn’t feel it the stars were pretty though” she even said she didn’t really wanna do it but she keeps snapping out of control and doing it anyway and her and her support have said they can’t keep her safe.

Is there another way for them to see this is not her doing this with bad behavior or attention seeking ?
she does have BPD, CPTSD and dissociation has had happened recently stress wise and I think it’s just got to her.

Also why would the mental health team be allowed to say things like that to her? Is this a loophole ?
